Meh, never been a fan of superhero comics for the black/white world portrayal. Yet, given that one side is absolutely right and the other side is absolutely wrong, you'd think it'd be easier to recognize that no, superheroes are not responsible for their villains. Isn't that supposed to be the point? They didn't create the mess, but they are still willing to clean it up.
Now, when heroes are responsible for the crazy (a la Incredibles), that's when things are more interesting, but then very rarely to superheroes in those cases actually get called out for their bullshit. (Treating people nicely and with respect despite the lack of a superpower? Gosh, what a novel concept.)
