Also, it occurs to me that neither Oshitari nor Yagyuu are true "meganes", cuz neither of them wears real glasses or have seeing problems. After all, if Yagyuu had vision problems, he wouldn't have been able to pull off the cosplay switch with Niou, who doesn't wear glasses. And Niou was playing with Yagyuu's glasses, and was also able to see. So most likely those were fake glasses too. *nods*
So the only true meganes in the Kanto region are Tezuka and Inui, it seems. Tezuka 'cause he's waay too straightlaced to be lying about his vision. And Inui because the anime showed his POV and how blurry his vision was sans glasses.
