What about the Kindle if all you're looking for is some e-book reading? You don't need a dedicated Android OS for e-books. And the 2022 model is pretty cheap, and it reads html, pdf, rtf, and txt.

Also, MyTabletGuide has a best under-$100 list that you can look through.
