Just double checked, Jade Bot is available to accounts which don't have the new expac, so you can just buy the mods from the TP. I was able to move one of the core mods I crafted for my alts to the guild bank, and then equip it on your account which I haven't bought EoD on.

Fishing and Skiffs are disabled though, so those are expac only.
