Dragons are gods and are supposed to be chaotic neutral. There's just as many helpful dragons as there are dangerous ones.

Snakes aren't apex predators. And ancient people probably saw plenty of eagles and hawks eating snakes to get over their evolutionary fear. (Also, snake worship was a thing in Ancient China until around the late 周 dynasty, so...yeah, snakes are also kind of a chaotic neutral force.)
